Progress update on development of the National Infrastructure Database

  • CCOG Data Access for Public Safety and Emergency Response
  • Collaboration with the IACG Geomatics Community Coordinator for the National Road Network

  • On the way ahead for the Public Safety GeoPortal concept such things as technical requirements (i.e. security) will need to be addressed
  • The goal is to establish a National Road Network v2.0 (with attribution and addressing) by June 2005
  • The NRN is a critical dataset for PSEPC
  • Re: the GERCIAN Public Safety Survey – please complete by March 31st, 2005 attention of Ken Marshall
    • This will help develop a sketch of the NIDB/GeoPortal that will be provided back to the group

Prioritization of critical infrastructure layers for possible inclusion in GeoBase in the future

  • Action item coming out of the GeoBase Steering Committee meeting (Feb 4th) for the GERCIAN node & CBIP Tiger Team
  • See presentation on web: National Infrastructure DataBase (NIDB) Theme Layers
  • Pierre cautioned that this is only a concept – whether these layers become part of GeoBase or not is up for discussion.
  • Data that is not part of NIDB v1.0 currently will be mapped to the CBIP data model.
  • Gaps may need to ne filled in with private sector data
  • The Common Operating Picture is intended to provide a federal/national view; not intended for first responders
  • Action: Pierre is to circulate Critical Infrastructure priority list
  • J. Cranton – are we cooperating with NRCan’s Energy Sector/National Critical Infrastructure Assurance Program to acquire pipeline data?
  • Question – what part of healthcare is included [as a critical infrastructure layer]?
    • This is to be defined.
  • M. Cloutier – would Digital Elevation Models (DEMs) be available for i.e. chemical dispersion modelling?
    • DEMs available in GeoBase. Dispersion modelling would be considered a service.
  • Emergency contact information would be provided in attribution

Update on Environment Canada’s Environmental Emergencies Management System (E2MS)

  • Release 1 = March 31st, 2005
  • Release 2 = August 2005 (fully operational)
  • Will be shopping for data soon!
  • Action: Ken M. to circulate information on members of the Environmental Emergencies Community of Practice
  • E2MS will have 24/7 service based on Meteorological Service of Canada’s Dorval, QC installation.

Round Table. Review of activities by each member

  • Pierre B. mentioned the Canadian institute of Geomatics 98th Annual Conference coming up June 13-15 in Ottawa. There is a call for papers including the categories ‘Geomatics and Defence/Security’ and ‘Disaster Management’.
  • Pierre will submit material on the Public Safety GCC/CoP/NIDB and also Canadian Forces activities in Sri Lanka & Afghanistan.
  • Charles Siegel is planning to submit a paper on ‘Emergency Management’
  • Also coming up in June is the JWID (Joint Warrior Interoperability Demonstration) where the CBIP schema will be tested in the Welland Canal.
  • Also, CANSEC (Canada's National Security Technology Showcase) conference coming up – defence industry.
  • Ian is still looking for new names of this advisory group/community of practice

Summary, conclusions, date of next meeting

  • Ian summarized the meeting
  • Action: please identify yourself to Ian Becking, Pierre Bilodeau or Ken Marshall if you would like to participate as a member of the Task Team to move the GeoPortal/NIDB concept forward.
  • Next meeting: possibly mid-May, but this may depend on GeoConnections plans in terms of redesigning program delivery. Request to start meeting at 1330h instead of 1300 so that NRCan security does not delay start of meeting.
